Maybe they thought the Lilly pads were Floating Hearts? They are on Moss Lake near Gainsville and Caddo and are considered an invasive species. The "Yellow" version was on Moss and the "Crested" version on Caddo. They have the same captivity as the hyacinth for covering an entire lake.
I remember when the hyacinths covered our lake and navigation was almost impossible.
There is an article called: Breaking Hearts, in this months Texas Parks & Wildlife magazine...

May be they were just targeting the water hyacinths and we will know in the next week as today makes 3 weeks and reading it takes 3 to 4 weeks to see if it starts to kiil what they sprayed.

The spot I seen them spray only had lily pads, and can see where they hit the grass on the bank as it killed that grass last week.

Will keep watching this spot to see if these pads start dying.

Went out today in Luces. Caught three bass there and one on the main lake.
Looks to me like they were targeting the hyacinths. Also looks like they did a great job of avoiding the Lilly pads and killing the hyacinths..

It is CWA=Coastal water authority as they are in charge of killing the hyacinths, and spoke to them at the boat ramp today and was also told that the water hyacinths was the target species and not the pads.

The pads got some over spray, and not sprayed to kill it. :D

They did a nice job.
A lot better at spraying weeds than they are at flood control or closing a flooded lake to boat traffic; they suck at that...
